The $230 offer is an assumption, not a quote from either shop. If a written redemption total were $254, the borrowing cost would be $24. You would still need $20 to settle the bill and $254 later to recover the item. Do not treat a partial cash solution as a completed payment plan.
For loans actually made under Ohio’s Short-Term Loan Law, section 1321.39 specifies a $1,000 maximum and written payment disclosures.
